So here's what I've learned this past week: If you're going to have several years' worth of effort on a number of projects all come to a conclusion at once, it'd be best to not have a war going on if you want anyone to notice it. And if you're Sen. Moynihan, you could pick a better time to pass on, because hardly anybody noticed.
